During the planning of Disney-MGM Studios, there was a plan for a Roger Rabbit Simulator ride that would have been where Tower of Terror is. The original plan was for Roger Rabbit having a large presence on the end of Sunset Boulevard. Unfortunately there were legal issues with Amblin which is one of the reasons Roger Rabbit isn't featured much at any of the Disney Parks.
